CS Owalo Calls For National, County Collaboration In Implementing Grassroots Projects


Information, Communications and The Digital Economy CS Eliud Owalo has called for collaboration between national and county governments, during implementation of various projects at the grassroots.

Speaking during the dissemination of the Fourth Medium Term Plan (MTP-IV) in Kisumu County, Owalo emphasized that counties should align their development plans with MTP-IV agenda.

The MTP-IV 2023-2027 sets the strategic framework for the country’s economic and social development over the next five years.

It outlines key policy interventions and projects, aimed at achieving sustainable growth and development, enhancing public service delivery and improving the overall quality of life for citizens.

The CS highlighted the government’s commitment to implementing the development agenda in an effort to realizing the vision 2030.

‘In the development of MTP-IV our planning is anchored in the Bottom -up Economic Transformation Agenda (BETA), which dwells on integrating the views of critical stakeholders in various sec
tors from the grassroots so that their views are taken into account,’ he noted.

Owallo added that through the BETA model, the government was targeting the Agriculture, Housing, SMEs, Universal health coverage and Digital super highway sectors.

The Principal Secretary, State Department for Trade, Alfred K’Ombudo represented by Director Monitoring and Evaluation Directorate, Aloyce Ratemo, underscored the crucial role of implementing various sectional papers that would foster the realization and achievement of various projects relevant to Kisumu as a county.

‘Kisumu county priority projects include rehabilitation of fish landing sites in lake region specifically in Ogal and Asat, establishment of Kabonyo fisheries Aquaculture services and training center of excellence, revitalization of the cotton and leather programs and operationalization and establishment of Studio Mashinani for the youths among many others,’ said Ratemo.

He noted that the MTP-IV dissemination exercise had two main objectives, which are
sensitizing the public on the government’s transformative agenda and to showcase achievements made by the government so far.

The dissemination event provided a platform for stakeholders to understand the priorities and targets of MTP-IV, ensuring alignment and cooperation among various sectors in both levels of government.
